Irbid came under Faisali rule in Damascus between 1918 and 1920 CE after one of its prominent figures Brigadier General ʿAli Khulqi al-Sharayri ignited the Quneitra Revolt against French colonial rule in Syria and Lebanon, and after after the Battle of Maysalun on 24 July 1920 CE the Faisali rule in Damascus collapsed, and Transjordan was separated from Syria, still the French did not advance to occupy it, and Irbid came under a period of local governments, until Prince ʿAbdullah ibn al-Hussein, the founder, arrived and established the Emirate of Transjordan with the support of Arab and Jordanian nationalists, according to al-Mousa, The Emirate of Transjordan, p. 52; al-Suwayrki, “Local Administration in Irbid,” article in The City of Irbid in the Past, p. 157; al-Tall, “Irbid Municipality,” article in The City of Irbid in the Past, p. 183; Khraysat, Jordanians and National Issues, p. 20)
During the period of the Emirate, the city of Irbid witnessed significant developments, in the form of administrative reforms which took place between 1928 and 1946 CE, during which the Emirate was divided into four districts, namely Balqaʾ, Karak, Maʿan, and Ajloun. These administrative divisions of the Irbid District, beginning in 1928, did not stabilize until 1940, and continued in this form through the end of the Emirate period and independence in 1946 CE, yet following the union with the West Bank, during the years 1951–1954 CE, the Kingdom was divided into districts and governorates, including Irbid. At the beginning of 1966 CE, the first modern regulation for administrative formations was issued, namely Regulation No. (1) of 1966 and its amendments, which divided the country, for administrative and developmental purposes, into twelve governorates, including Irbid Governorate.
(al-Suwayrki, “Local Administration,” article in The City of Irbid in the Past, pp. 162–163).
As a result of the Regulation No. (1) of 1966 and its amendments, the city of Irbid experienced diverse developments in demographic, educational, economic, social, and health-related aspects, and Its population increased as a result of rural-to-urban migration, the 1948 war, the migration of Palestinian brethren to Jordan, and the arrival of approximately 4,000 refugees in 1949 (UNRWA, 1994).
The Irbid Municipality is considered one of the most important and prominent civilizational landmarks in the city due to the Municipal organization in Transjordan which dates back to the Ottoman period in 1883 CE, when its location was in al-Hara al-Fuqa, in the city center, on the road to the Citadel (al-Saraya), and its first elected mayor was Muhammad al-Hamoud al-Khasawneh, thus Irbid Municipality achieved distinguished accomplishments in the field of public services for the city during the era of the Kingdom. (al-Tall, “Irbid Municipality,” article in The City of Irbid in the Past, pp. 183–185)
The modern city of Irbid has a history extending for more than 125 years and like other Jordanian cities, the administration of Irbid and the organizational structures associated with it were influenced by the development of the Jordanian state and the evolution of its institutions. Accordingly, the institutional development of the city of Irbid represents, to a large extent, a reflection of Jordan’s broader institutional development. This is manifested in the availability of institutions and agencies of education, judiciary, health, interior affairs, security, public works, lands, civil status, social and cultural development, awqaf, statistics, social security, tourism and antiquities, agriculture, the Central Bank, finance, income tax, the Audit Bureau, industry and trade, electricity, water and sewage, youth welfare, and civil and military institutions. The number of employees working in the government sector in the city of Irbid is estimated to exceed 20,000 employees and workers.

The Establishment of Yarmouk University
At the beginning of 1976, during the reign of the late King Hussein bin Talal (may he rest in peace), a Royal Decree was issued establishing Yarmouk University, which became the second university in the Kingdom after the University of Jordan, with the main purpose to alleviate the academic and educational burden on the University of Jordan, this is largely due to the fact that the city of Irbid was the most densely populated among the cities of the Kingdom and hence the establishment of Yarmouk University was soon followed by the establishment of the Jordan University of Science and Technology in 1986, in addition to Al-Balqa Applied University in the city of Irbid, represented by Irbid University College and Al-Husn University College, as well as Irbid National University and Jadara Private University, ending up with the city of Irbid, today, housing more than 500 public schools.
(al-Rashid, “Development of Administrative Institutions,” article in The City of Irbid in the Past, p. 134)
Furthermore, both Al-Hassan Sports City and Al-Hassan Industrial Estate were also established in the city of Irbid, in addition to numerous cultural and sports clubs, forums, hotels, restaurants, cafés, major companies, mosques, and churches. (al-Rashid, “Development of Administrative Institutions,” p. 134)
Today, the city of Irbid one of Jordan’s great cities for it contains various types of governmental health and educational institutions, such as the Irbid Governmental Hospital which opened during the period of the Emirate in 1930, with the aim of providing health services to the northern regions of Jordan. During the era of independence, Princess Basma Hospital was established in 1955 and officially inaugurated on 29 June 1960, to provide health services to the residents of Irbid Governorate and to serve as a practical training field for students of the Faculties of Medicine and Health Sciences at the Jordan University of Science and Technology after its establishment, furthermore more hospitals were established in the city of Irbid, such as Princess Badia Hospital, specializing in obstetrics and gynecology in 1994, followed by Princess Rahma Hospital, specializing in pediatric care in 1995, and in 2002 King Abdullah the Founder Hospital was established. Private hospitals provided by the private sector rank second after public sector services. The private sector includes private hospitals, physicians’ private clinics, and hospitals affiliated with charitable societies, including the National Ajlouni Hospital, which was established in Asfour Building in Al-Husn in 1919, and is considered the first of its kind in Transjordan, also established were the Roman Catholic Sisters Hospital in 1942 in the city of Irbid, the Rosary Sisters Hospital in 1951, Ibn al-Nafis Hospital, founded in 1984 by a group of physicians, Irbid Specialized Hospital, founded in 1997, Al-Qawasmi Hospital, founded in 1995, Al-Najah Maternity Hospital, founded in 2002, and the Islamic Hospital / Irbid, founded in 2007. (Ziyadat, “Development of Health Services,” article in The City of Irbid in the Past, pp. 281–282, 284–285)
The King Abdullah II Gardens, implemented by the Greater Irbid Municipality as a Hashemite Royal Grant during the reign of His Majesty King Abdullah II (may God protect him), are also considered among the city’s significant landmarks, furthermore, the city of Irbid was selected as the Jordanian City of Culture for the year 2007, and as the Arab Capital of Culture for the year 2022, due to its great scientific, cultural, and civilizational value. (al-Tall, Irbid Municipality, pp. 198–199).
